Ellis was born and raised in Klamath Falls, Oregon. He earned a B.S. in business administration from Brigham Young University, an MBA from the University of Utah, and has over 25 years experience in public finance. Before his election, Ellis served for nine years as the Chief Deputy State Treasurer and three years as the Director of the Governor's Office of Planning and Budget and the Executive Director of the Department of Administrative Services. He has also worked as an investment banker with Dougherty, Dawkins, Strand & Bigelow and as the assistant treasurer with the Jordan Valley Water Conservancy District. Ellis currently serves as an adjunct instructor of cash management and investments at his undergraduate alma mater's Maricott School of Business.
