Richard Kagan was a Democratic candidate for District 10A, Minnesota House of Representatives in the November 2, 2010 state legislative election.

Kagan ran for election to the District 10A seat in 2010. He had no primary opposition. He was defeated by Bud Nornes (R) in the general election on November 2, 2010.[1]
