The measure would have prohibited the siting of any new landfill, or the expansion of any existing landfill, within 2,000 feet of a floodplain. Its placement on the ballot set the stage for a fight on two fronts simultaneously, as Riverbend's owner, Waste Management Inc., has filed a land-use application with the county to expand from its current 160 acres onto 87 adjacent acres three miles southwest of McMinnville.
The effort was led by chief petitioners Ramsey McPhillips and Lillian Frease, who turned in 2,811 signatures to force the measure onto the November 4 ballot on August 6. They needed 1,987 valid signatures for the measure to qualify.
The signature drive was unable to begin until late July, having been held up by lawsuits over the ballot title.
According to McPhillips, who farms near the landfill, signatures "just came showering in, really, at the very last minute, Everyone had been collecting them from every corner and crevice in the county. It was fantastic. We're pretty confident we got it in the bag."
