CHEYENNE, Wyoming: The Fremont County Commission seat currently held by Pat Hickerson, District 4, will appear on this year's general election ballot in November as a two-year term. The decision was made by the Fremont County Commission in order to address a concern that some voters would feel disenfranchised as a result of moving district boundaries due to the 2010 Census. Commissioner Hickerson won a four-year term during the special general election in January 2011 and, according to the Fremont County Clerk, 2,405 voters who resided in a district that did not vote last time are being moved to a district that will not appear on this year's ballot. According Commission chairman Doug Thompson the purpose of this action is "to address disenfranchisement and to keep the traditional rotation" of board seats.[1]
