Howard's website highlighted the following campaign themes:
|“||I will work with local business owners to develop legislation that provides incentives for business owners to grow, and provide career long term jobs. I will also work with the Board of Education to develop job training programs for our high school and community college students. I will fight to reduce the burden of government on our local business owners.||”|
|“||The current administration has lost its way with an economy that has hurt so many of our families and neighbors. Our state and local elected officials must focus on efficiency and effectiveness when spending our tax dollars. They must stop stealing from dedicated funds to balance the operating budget. These funds are only to be used for the intended purpose our citizens supported.||”|
|“||The environment is imperative to our community. There must be a balanced and responsible approach to the improvement and management of our environment. The Chesapeake Bay is the largest estuary in our nation. In the last twenty years the revenue from the Chesapeake Bay has been reduced to embarrassing levels for our state. The state must lead by example by cleaning and repairing its failing pollution practices and reduce the burdens on our farmers and small business owners. The County Council must immediately repeal the unrealistic "rain tax" and accept responsibility for choosing an unfair and expensive tax on our citizens.||”|
|“||Our children are our future heritage. Our education system is number one nationally and we must continue to lead the nation for the future of our children. We must continue to strengthen a curriculum that better prepares our students for long term jobs once they have completed high school and community college. Our blue ribbon schools need to be continually re-evaluated to ensure that the high level of academics they were providing when they received the award remains in effect. A higher focus on classroom size, school construction budgets and maintenance programs must be maintained.||”|
|“||This should be a high priority for the state. The administration must stop removing revenue sources from the transportation fund to help balance the budget. The increased traffic in our district comes from other jurisdictions and there needs to be safety upgrades for our residents as a result of this increased traffic, such as dedicated turn lanes and more traffic circles at priority intersections.||”|
|“||The current health care system is to expensive for our community and needs to be overhauled. Obama Care is destined to fail. It is based upon a penalty system forcing our small business owners to pay penalties for not being able to afford to offer this benefit to their employees. Physicians are being forced by multimillion dollar insurance corporations to accept continually decreasing reimbursements for participating in an insurance carrier, thus leaving patients and families less choices in finding an adequate physician. Small businesses are penalized for age discrepancies, driving up the cost of health care. Preventive care reduces long term health expenses.||”|
