The South Dakota Utility Rate Reform Initiative, also known as Initiative 1, was on the November 7, 1978 ballot in South Dakota as an indirect initiated state statute, where it was defeated. The measure would have redesigned gas and electric rates in order to lower the price for basic amounts of gas and electricity as well as to encourage conservation by charging less for the minimum amount.[1][2]
