Step freeze

The term step freeze refers to a clause that sometimes appears in contracts between school boards and teacher unions. This clause “freezes” (usually for one year) advancement up the school district’s salary schedule. The effect is to postpone salary increases for teachers not already at the top of the district pay scale. A step freeze (considered in isolation without reference to any other contract agreement) favors a board over the union.
