This measure sought to increase the current hotel tax by a rate of 5 percent for a continuing period of time in order to further pay for tourism promotion and community beautification projects in the city.[2]

Text of measure

The question on the ballot:

SHALL CITY OF STERLING TAXES BE INCREASED $165,000 FOR THE FIRST FULL FISCAL YEAR (2012), AND ANNUALLY THEREAFTER BY SUCH AMOUNTS AS MAY BE GENERATED FROM THE LEVY OF A HOTEL TAX OF FIVE PERCENT (5.00%) BEGINNING JANUARY 1, 2012, AND CONTINUING THEREAFTER, ON THE LODGING PRICE PAID FOR THE SHORT-TERM (LESS THAN THIRTY (30) CONSECUTIVE DAYS) LEASING, RENTAL OR FURNISHING OF ANY SPECIFIED LODGING SERVICES IN THE CITY, FOR THE PURPOSE OF RAISING FUNDS TO PROMOTE TOURISM, CONVENTIONS, AND COMMUNITY BEAUTIFICATION WITHIN THE CITY; AND SHALL THE FUNDS COLLECTED FROM SUCH TAX BE HELD IN A FUND SEPARATE FROM THE CITY’S GENERAL FUND AND SPENT ONLY FOR THE PURPOSE OF PROMOTING TOURISM, CONVENTIONS AND COMMUNITY BEAUTIFICATION; AND SHALL AN ADVISORY BOARD BE ESTABLISHED, WHICH MEMBERS SHALL BE APPOINTED BY CITY COUNCIL, TO MAKE RECOMMENDATIONS TO THE CITY COUNCIL CONCERNING THE SPECIFIC USE OF HOTEL TAX REVENUES CONSISTENT WITH THIS PURPOSE; PROVIDED, HOWEVER, THAT 38% OF THE HOTEL TAX REVENUES COLLECTED SHALL BE REMITTED TO LOGAN COUNTY, COLORADO, IN ORDER FOR THE COUNTY TO CONTINUE ADVERTISING AND MARKETING LOCAL TOURISM, INCLUDING THE CONTINUED OPERATION AND MAINTENANCE OF THE TOURISM CENTER; AND SHALL THE CITY BE AUTHORIZED TO COLLECT, RETAIN AND SPEND SUCH HOTEL TAX REVENUES EACH YEAR, INCLUDING INVESTMENT EARNINGS AND INTEREST ON SUCH REVENUES, AS A VOTER APPROVED REVENUE CHANGE UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?[3]
