Freshman Rep. Carol Shea-Porter (D) defeated incumbent Frank Guinta (R) for the seat in 2012 by only 3.8 percentage points. However, Shea-Porter will face a district that has been growing its conservative base. Although President Barack Obama won the district in both 2008 and 2012, in 2012 the victory was much smaller. Obama won by only 1.6 percentage points in 2012, compared to 6.4 points in 2008. A rematch between Shea-Porter and Guinta will make for a competitive battle in 2014.
