Terry Mutchler

Terry Mutchler is the director of the Pennsylvania Office of Open Records. The office was created in 2008 to oversee compliance with the Pennsylvania Right to Know Act, which underwent substantial changes implemented Jan 1, 2009.

Mutchler earned the respect of the open-records advocacy community when she criticized Governor Rendell's directive that would have allowed states agencies to charge "a reasonable fee" for searching and retrieving documents.[1] The directive was later retracted.[2]
