|“||Shall Division 112 of the Illinois Municipal Code permitting municipalities to levy a flood control tax on all taxable property to build, raise, strengthen, or repair the levees around the municipality at a rate not to exceed .1666 annually, and for a period not to exceed 7 years, be adopted by the village of Tiskilwa?||”|
