Background

Prior to the recall, Rocky Point residents expressed concerns about "increasing Fire Chief John Koutouzos’ stipend by $500 a month, hiring a paid assistant fire chief and the lack of more certified EMTs in the district." Tony Bixler, the board's chief, admitted that he didn't know where the funds would come from increase the chief's pay and hire an assistant. Rita Donato, a board member, defended the increase, saying, "We, the board, made decisions we thought would help get the department to work and not close. We have not overspent in our budget. As a board, we will not allow ourselves to be threatened by the community… I’m ready for a fight, if that’s what you all want."[2]
