This measure sought to allow the Port of Tracyton district to be enlarged into further areas.[2] The proposed annexation area would have been in the city of Bremerton and would have almost doubled the taxes for the port district. District authorities pointdd out the need to expand and improve the waterfront area and noted that without increasing taxes, expanding the district was the best option.[3]
