Utah Proposition 3 appeared on the November 1994 statewide ballot in Utah, where it failed. It was one of four statewide ballot measures that year in Utah, two of which passed. Proposition 3 was a legislative referral.
The ballot summary said:
Proposition 3 defines what forms of study in a state education system do not constitute either rebellious instruction or a sectarian practice forbidden by the Utah Constitution.
