The Washington Funding of Stormwater and Sewer Services Amendment, also known as House Joint Resolution 4209, was on the November 4, 1997 ballot in Washington as a legislatively-referred constitutional amendment, where it was approved. The measure permitted local governments to make loans for improvements upon stormwater or sewer services. The measure amended Section 10 of Article VIII of the Washington Constitution.
