The Washington Funding of Stormwater and Sewer Services Amendment, also known as House Joint Resolution 4209, was on the November 4, 1997 ballot in Washington as a legislatively-referred constitutional amendment, where it was approved. The measure permitted local governments to make loans for improvements upon stormwater or sewer services.[1] The measure amended Section 10 of Article VIII of the Washington Constitution.[2]
