The measure would have authorized the state's independent salary commission to cut lawmakers' pay during tough economic times.
The proposed amendment was filed by Rep. Marko Liias.
The Washington Independent Salary Commission was approved by voters in 1986. The commission is responsible for setting salaries for elected statewide officials, legislators and judges. At the time of the proposal, the commission had the authority to raise pay but not to cut pay.
