There was a West Liberty Library Board Term Limits, Measure E on the November 3 ballot in Muscatine County for voters in the city of West Liberty.

The measure was approved.[1]

This measure changed the term limit of library board members. This amended section 2-4-4 of the West Liberty Code of Ordinances making it so no member could have more than two consecutive terms. The election of the board members will also be staggered, alternating years for two members each year.[2]

The ballot read:

Shall term limits be established for appointments to the West Liberty Library Board by amending section 2-4-4 of the West Liberty Code of Ordinances to read as follows bellow.

1. Term of Office. All appointments shall be for four (4) years, from January 1 following appointment, except appointments to fill vacancies.

Appointment of two (2) of the board members shall be made every two years to stagger the terms. No person shall hold appointment as a member of the library board for more that two (2) full consecutive terms, except when the intial appointment was to fill a vacancy; then there may be an appointment for two (2) full consecutive terms thereafter. Any person may be appointed to the library board again after an interval of four (4) years, subject to the above limit of two (2) full consecutive terms. Board members appointed and serving at the time of the approval of this measure may be appointed for two (2) full consecutive terms after the expiration of their current term.[2]
