Clifford Bayer (b. August 16, 1964) is a Republican member of the Idaho House of Representatives, representing District 21B since 2003. Bayer was re-elected in November of 2008 with his term expiring in 2010.

Bayer graduated with his Bachelor's degree from Boise State University in 1987.

In addition to being a Representative, Bayer is a Medical Research Scientist for the Boise Area Veteran's Administration Hospital.
