In over a dozen counties throughout Missouri, there are more registered voters on the rolls that there are voting age adults. Leading the way is St. Louis County, which has the highest population in the state.[1]

Election officials are not concerned about the issue. They say that the rolls appear to be high, but only because of thousands of "inactive voters." These, officials say, are mostly people who have moved and, under federal law, cannot be removed for several years.

Following the election in 2004, the Justice Department sued the state for failing to keep the voter rolls updated. Since then, Missouri has instituted a new voter registration database.[1]
