Al Phillips was a Republican candidate for District 39 of the Maryland House of Delegates. The primary election was on September 14, 2010 and the general election was on November 2.

Three delegate seats were available in this district so Phillips advanced to the general election along with Republicans Jim Pettit and Bill Witham. In the general election he faced incumbent Charles Barkley, incumbent Kirill Reznik and Shane Robinson.

Phillips lost in the general election on November 2, 2010, coming in sixth.[1]
