The language that appeared on the ballot:
Proposing an amendment to the Constitution of Alabama 1901 to establish the General Fund Rainy Day Account; to credit to the General Fund Rainy Day Account within the Alabama Trust Fund an amount not to exceed six percent of fiscal year 2003 General Fund appropriations; and to provide for the transfer of additional amounts to the County and Municipal Government Capital Improvement Trust Fund so as to prevent loss of interest funds in years of proration when funds are withdrawn from the General Fund Rainy Day Account.
