The only way for a statewide ballot measure to appear on the Alabama ballot is for the Alabama State Legislature to vote to refer it to the ballot. It takes a 60% majority vote in both houses to qualify a measure for the ballot. Unlike some states, the legislature can do this in both odd and even years. The only kind of ballot measure allowed in Alabama is a proposed constitutional amendment; in other words, the legislature can't refer proposed state statutes to the ballot.

The most expensive ballot measure campaign in Alabama in recent years was the Amendment 1 contest in 2003, when $9.9 million was unsuccessfully spent urging a "yes" vote.
