At the time that this measure was placed on the ballot by the Alaska State Legislature, legislatively-referred constitutional amendments were generally placed on the statewide primary election ballot in the state. The purpose of this proposed amendment to the Alaska Constitution was to put proposed amendments to the constitution on general election ballots.

Text of measure
The ballot summary said,
Shall section 1, article XIII of the Alaska Constitution be amended to provide that amendments to the Alaska Constitution shall be submitted to the voters, not at the next STATEWIDE election following their proposal by the legislature, but at the next GENERAL election.
