Biography
Born in Altamonte Springs, Florida, Hastings was educated at Fisk University in Nashville, Tennessee, and Howard University in Washington, D.C. He received his law degree from Florida A&M University in 1963, and began to practice law.[5]

Fiscal Cliff
Hastings voted for the fiscal cliff compromise bill, which made permanent most of the Bush tax cuts originally passed in 2001 and 2003 while also raising tax rates on the highest income levels.
