An analysis of a ballot question provided by a state or municipal government agency is a common feature that in some states and municipalities is routinely included in the official voter guide or voter pamphlet.
In states where a background explanation or analysis is provided, it is generally intended to be an impartial analysis of the ballot question.
The objective of such analyses, when they are impartial, is to give voters an understanding of the likely consequences of a "yes" vote or a "no" vote, as well as enough relevant background and context so that the voter can cast an informed vote.
