Guglielmo was a member of the Ledyard Republican Town Committee from 1965 to 1968. He was a candidate for the United States House of Representatives in 1980 and 1982 but was not elected. From 1987 to 1988 he was a member of the Executive Committee to Elect George Bush President. In 1988 he was an Alternate Connecticut Delegate to the Republican National Convention.
Guglielmo earned his BA in Political Science from the University of Connecticut in 1962. He went on to receive his MA in History from Trinity College in 1991.
Guglielmo was a Salesman for Liberty Mutual Insurance from 1963 to 1965. He then served as a Sergeant in the United States Army/National Guard from 1963 to 1968. He also worked as a Salesman for Bailey Agencies Incorporated from 1965 to 1968. He has been President/Owner of Staffordville Insurance Agency from 1968 to the present. He has also worked as President/Owner of Penny-Hanley and Howley Company, Incorporated, since 1968.

The Yankee Institute, a pro-market think tank, releases its Voter Guide after each two-year legislative term. Each member of the Connecticut General Assembly receives a score from 0 to 10 based on how he or she voted in ten key votes. The Institute selects key votes which "reveal the differences between those legislators that would harness the power of individual liberty and the market to improve lives, and those that prefer a centrally-planned approach." A legislator with a 10 voted in agreement with the Yankee Institute on all 10 votes, while a legislator with a 0 voted against the Yankee Institute's views or was absent for all 10 votes.[7]
