Boucher was a member of the Wilton Board of Selectmen. She was a member of the Wilton Board of Education from 1986 to 1994 and was Chair from 1991 to 1993. From 1995 to 1996 she was a member of the Connecticut State Board of Education. She served in the Connecticut State House of Representatives from 1996 to 2008. She served as House Assistant Minority Leader in 2001, 2003, and from 2005 to 2008.
Boucher attended both Commonfund Endowment Management Institute of Harvard Business School and American University. She went on to receive her MBA in International Marketing from the University of Connecticut Business School.
Boucher has worked in the following positions: Executive for UAL/Westin, Translator, Secondary Education Language Teacher, Marketing Director for Mentus and MB Systems, Marketing Executive for General Electric, and Director of the Commonfund Institute.

The Yankee Institute, a pro-market think tank, releases its Voter Guide after each two-year legislative term. Each member of the Connecticut General Assembly receives a score from 0 to 10 based on how he or she voted in ten key votes. The Institute selects key votes which "reveal the differences between those legislators that would harness the power of individual liberty and the market to improve lives, and those that prefer a centrally-planned approach." A legislator with a 10 voted in agreement with the Yankee Institute on all 10 votes, while a legislator with a 0 voted against the Yankee Institute's views or was absent for all 10 votes.[8]
