Before being a Senator, Munoz was a police officer in the Chicago Police Department. After joining the Chicago Police, Munoz was a member of the Chicago Office of Budget and Management under Mayor Richard M. Daley and also served on the Chicago Licensing Commission dealing with liquor licenses in 1990.

The Illinois Opportunity Project, "an independent research and public policy enterprise that promotes legislative solutions in advance of free markets and free minds," annually releases its Legislative Vote Card, grading all members in both chambers of the Illinois General Assembly on the basis of their support of "pro-growth economic policies that increase personal freedom and reign (sic) in expansive government."[11][12]
