The overall approval rate for school finance measures was 87%.
The average approval rating for school property tax votes was 75% in the nine states which had issues on their ballots. The average approval rating for school bond elections was lower with an approval rating set at 67% in a total of 10 states (California, Florida, Illinois, Michigan, Missouri, Ohio, Oregon, Texas, Washington and Wisconsin).
The 253 school bond measures voted on in the first six months of 2013 requested a total of $7,505,192,639. Of that total sum voted on, $5,359,562,849 was approved (71%). Last year between January and June 258 school bond measures were decided. These 258 measures amounted to about $6.3 billion, of which about $4.1 billion was approved (66%).
The table below collects the amount of school bond and property tax measures approved and defeated for the first half of the year. As a comparison, the number of measures in the same category from 2012 are also shown. The 2012 numbers represent the measures voted on during the same time period, January to June of 2012.

Below is information about the local school bond measures in nine states between January and June of 2013.
Texas has state database which lists all the school bond elections for the year and statistics were pulled from that database to be included in this table. However, Texas measures were not followed in detail throughout the year on Ballotpedia.
Of the states followed on the site, Michigan had the most school bond issues voted on with a total of 43 measures, 32 of which were approved; this yields an approval rating of 74%. Only Illinois had an approval rating below 50 percent. Overall approval of bonds for January-June 2013 was 72%. Of all the states included in the table, Texas had the most bond measures voted on in January-June 2013 with a total of 98 measures, 84 of those being approved by voters, yielding an approval rating of 87%.

The table below shows how much local school bond money was approved in each state covered and how much did not get approved. Totals include just those measures voted on in January-June of 2013.
School Property Tax Votes
There were nine states which had property tax measures on their ballots for January-June; of those states, all but Illinois and Missouri had more measures approved then defeated. Overall approval of property tax measures for January-June 2013 was 82%.
Michigan had the most school property tax measures voted on with a total of 96 measures and an approval rating of 91%. Oregon, Florida and California all had approval ratings of 100%. Missouri had the lowest approval rating at just over 22%.
No states covered by Ballotpedia had school budget votes during January-June 2013, but the New York State Education Department keeps a listing of school budget votes for the year so those numbers have been included in this table.
The table below collects all the local school finance ballot issues which were voted on January-June 2013, added to the listing of the three previous tables are school income taxes and school redistricting measures. Only Illinois had an approval rating below 50%, most of the states had their school measures widely approved by voters.
