This measure sought to implement an income tax for the school district area at a rate of .5 percent as well as a levy of 7.4 mills for a period of 28 years.[2] The money from both of these proposals would have gone towards constructing new school buildings with additional funds for the buildings being provided by the Ohio Schools Facility Commission. School officials were hoping to help educate voters about the importance of buildings the new buildings now when interest rates are low and additional money can be obtained from the state. But opponents saw it as still too costly with raised taxes not an agreeable option.[3]
