The 9th Congressional District of Arizona held an election for the U.S. House of Representatives on November 6, 2012. The race was too close to call for a full week after the election.[1] Kyrsten Sinema (D) was declared the winner on November 12, 2012.[2]

Primary: Arizona's primary system is considered semi-closed. Unaffiliated voters may choose which party's primary they will vote in, but voters registered with a party can only vote in that party's primary.[3]
Voter registration: Voters were required to register to vote in the primary by July 30. For the general election, the voter registration deadline was October 9.[4]

Incumbent: There was no incumbent for the 2012 elections, as the 9th District was newly created as a result of the 2010 Census.
This was the first election using district maps based on data from the 2010 Census. The 9th District was based in Tempe, Arizona and is one of five primarily urban districts centered around Phoenix, Arizona.[5]

According to the website Daily Kos, this race was one of nine top-ballot 2012 races that contained Libertarian candidates who received more total votes than was the difference between the Democratic winner and the GOP runner-up. In this case, Powell Gammill took in over 7,300 more votes than the number that separated Sinema and Parker.[7]

Race background
Arizona's 9th was considered to be Leaning Democratic according to the New York Times race ratings. The new 9th District, located in East Phoenix, Tempe and parts of Scottsdale, was considered likely to become Democratic. Meanwhile, Republican incumbents David Schweikert and Benjamin Quayle competed in the primary for the 6th District.[8]
Arizona's 9th District was included in the Democratic Congressional Campaign Committee's "Red to Blue List," which identified districts that the organization specifically targeted to flip from Republican to Democratic control.[9]
Republican challenger Vernon Parker was included in the National Republican Congressional Committee's Young Guns program. The program highlighted challengers who represented the GOP's best chances to pick up congressional seats in the general election.[10]
Arizona's Governor, Jan Brewer's super PAC, Jan PAC, spent money in each of Arizona's three most competitive races. In Arizona's 9th, it spent $23,257 to oppose Democratic candidate Kyrsten Sinema.[11]

The 3rd District was re-drawn after the 2010 Census. The new district is composed of the following percentages of voters of the old congressional districts.[12][13]
- 20 percent from the 3rd Congressional District
- 5 percent from the 4th Congressional District
- 64 percent from the 5th Congressional District
- 12 percent from the 6th Congressional District

District partisanship

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Partisanship figures from 2010 relating to the incumbent were unavailable for this district due to the seat being open.[15]

Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measures each congressional district's partisanship relative to the rest of the country. Arizona's 9th Congressional District has a PVI of R+1, which is the 231st most Republican district in the country. In 2008, this district was won by Barack Obama (D), 52-48 percent over John McCain (R). In 2004, George W. Bush (R) won the district 51-49 percent over John Kerry (D).[16]
