According to reports, those particular funds were block grants that provide Arizona with discretion in relation to development of a service program.
Path to the ballot
The Arizona House of Representatives planned to debate the issue on March 23, 2010 and gave preliminary passage of the amendment that same day. A majority vote was required in the Arizona State Legislature, in both chambers, to refer a measure to the ballot. Arizona is one of ten states that allows a referred amendment to go on the ballot after a majority vote in one session of the state's legislature. However the measure was not sent to the ballot.[1][2]
