Arkansas Amendment 3, also known as the Modifying Procedures for the Publication and Legal Review of Statewide Initiatives and Referendums Act appeared as a legislatively-referred constitutional amendment on the November 5, 1996 election ballot in Arkansas, where it was defeated.[1]
