By Bailey Ludlam
Ballot activity hasn’t come to a halt just yet. One measure was certified this week bumping Ballotpedia’s Tuesday Count to 171 certified ballot questions in 36 states.
On average 220 ballot questions have appeared on statewide ballots in even-numbered years in the last decade. The drop in the number of certified measures in 2010 can be seen not only in the number of legislative referrals but also in the number of citizen initiatives.
This week a Colorado proposed health care amendment was given the green light to appear on the November 2, 2010 general election ballot. On July 30 proponents filed an estimated 130,500 signatures with the secretary of state's office. A minimum of 76,047 signatures were required to qualify for the 2010 ballot. On August 26 the secretary of state's office certified the measure after 99,592 signatures were verified.
The August 26 certification of Amendment 63 marks the fourth measure to appear on 2010 ballot related to the federal health reform. A similar measure appeared on the Missouri ballot as Proposition C where it was approved by voters by more than 70%. Other states with related measures on upcoming ballots include: Arizona and Oklahoma.
Last week, Alaskans cast their votes on two statewide questions – Measure 1 which called for mandating that no public organization or person who is employed by the state could receive, permit, require or facilitate the use of public resources for any political agenda such as campaigning, lobbying or other similar activities; and Measure 2 which forbids a minor from getting an abortion without a doctor informing at least one parent before moving forward with the procedure. With 369 of 438 precincts reporting as of 1:57 a.m. AKDT on August 25, Alaska's Ballot Measure 2 was approved by voters with 55.58% voting yes for the measure. Ballot Measure 1, was rejected by voters with only 37.5% voting yes.
