We need to improve the look of the legislature main pages so that all the charts are in the same format and appearance. This will make it easier for users to find info, but also for us to keep things up-to-date when information changes.
4 parts are needed:
1. The State Government side template called {{Stategov}}. It looks like this ---------------------------------------------------------------------------------------------->
2. The sortable wiki table feature
3. The blue chart header
4. The dots for the parties rather than colored backgrounds
Here's what the chart should look like:

Note: The widths only need to be given for the first column - the rest will follow. Taking the existing text into a text editor for a "Replace All" effort makes it go faster, too.
