This measure sought to aggregate electricity in the village, allowing for the village to negotiate electricity rates for residents and small businesses if they wanted to be a part of the program. Village officials saw this as a way to obtain lower rates for residents. Village officials would have been able to bargain electricity companies for the lowest rates possible.[4]
