A Birchard Library Levy Implementation measure was on the May 3, 2011 ballot in the Birchard library district area which is in Seneca and Sandusky Counties.

This measure was approved in both counties.
Sandusky

  • YES 4,536 Approveda
  • NO 3,036[1]

Seneca

  • YES 128 (54.24%)Approveda
  • NO 108 (45.76%)[2]

This measure sought to implement a levy of 1 mill in order to help pay for library services and costs. The library primarily gets funding from the state but because of expected budget shortfalls in the coming year the county thought it prudent to place this measure on the ballot to ensure library services were not reduced. A survey of library uses stated that a majority would support the measure to ensure library services remain as they currently stand.[3] Library hours had been consistently cut over the past few years so library officials noted that increasing their hours will be one of the main things to improve. Officials expect around $896,903 a year to be generated from this levy.[4]
