Shall the Board of Directors of the Black Jack Fire Protection District be authorized to increase the annual tax rate from ten (10) cents to twenty-five (25) cents per one hundred (100) dollars valuation, the revenues from which shall be deposited in a special fund used only for the pension program of the District?
