Hutto was Chairman of the Orangeburg County Democratic Party from 1988 to 1994. He joined the South Carolina State Senate in 1996. He has served in that position since, representing the 40th district.
Hutto has worked as an attorney for Williams and Williams since 1982.
Hutto earned his BA from the University of South Carolina in 1978. He went on to receive his JD from the University of Georgetown, Law Center, in 1981.
