Hill earned his Bachelor's Degree in Accounting from Utah State University in 1971.
In addition to being a Senator, Hill is the Chief Executive Officer of an accounting firm in Idaho.

Issues
Tax Commission
In late 2010, Hill said the Legislature should look at restructuring the Idaho Tax Commission to make the agency more transparent.
Hill doesn’t think there’s anything fishy about past settlements approved by commissioners that Rep. Shirley Ringo says were sweetheart deals for powerful taxpayers, like multi-state corporations. Ringo says the breaks have cost citizens around $75 million.
As former chairman of the Senate Local Government and Taxation Committee, Hill reviewed a number of cases two years ago when former auditor Stan Howland first accused agency commissioners in 2008 of arbitrarily granting unjustified breaks.[1]

Hill won re-election in the 2012 election for Idaho State Senate District 34. He was unopposed in the Republican primary on May 15 and was also unopposed in the general election which took place on November 6, 2012.[2][3]
