Steele was a Vice Precinct Committee Member. He was also Campaign Chair for Judge Linda Chezem and Finance Chair for Dan Quayle. He has worked as Treasurer for the Lawrence County Republican Central Committee and is a past President of the Bedford City Plan. In 1992 he was Campaign Chair for Becky Skillman for State Senate. He served in the Indiana State House of Representatives from 1995 to 2002. From 1998 to 2000 he was House Assistant Minority Whip, and he was House Minority Whip from 2000 to 2002.
Steele was a Local Coordinator for Senator Lugar. He is also a Licensed Indiana Broker and Licensed Indiana Insurance. He was Partner of Steele, Steele, McSoley and McSoley from 1992 to 1999. He was also partner for Steele and Steele from 1972 to 1992 and 1998 to 2008.
Steele earned his BS in the School of Education from Indiana University, Bloomington, in 1969. He went on to receive his JD from Indiana University School of Law in 1972. He then attended the Bowhay Institute for Legislative Leadership in 1999.
