SShall the constitutional limitation upon the total amount of taxes which may be levied on all taxable real and personal property in the Township of Bruce, Macomb County, Michigan be increased by one-quarter (1/4) of one (1) mill for each one ($1.00) dollar ($0.25 for each $1,000.00) of the taxable value of such property for a period of four (4) years commencing 2012 and ending 2015, for the purpose of providing funds for senior citizens and permanently disabled transportation services.
