Allen defeated John Jordan in the May 18 Democratic primary and defeated Republican Robert Tomlinson in the November 2 general election.
According to Allen's campaign website, he focused on the following two issues:
- Fix Education Funding Excerpt: "Bryan believes in an education funding formula that gives every child the same chance to succeed while not placing an insurmountable tax burden on our seniors and working families."
- Leaner, More Responsive Government Excerpt: "Bryan supports putting a constitutional convention on the November ballot to allow the citizens of Pennsylvania to decide what kind of government and how much government they want."
