Buchanan County Use Tax Question (April 2013)
This question authorized the imposition of a use tax, which is essentially a sales tax on items purchased on the internet or out of state. This tax would be at the same rate of the current sales tax of 1.1% and would change as the sales tax changed and be repealed if the sales tax was repealed. This tax would apply only to people who spent more than $2,000 dollars on such a purchase. It is designed to increase the revenue of the local governments and put the local merchants and vendors on an equal playing field with out of state and online options.

Language on the ballot:
|“||Shall the County of Buchanan collect a local use tax on out-of-state purchases at the same rate as the local sales tax, currently one and one-tenth percent (1.1%) to partially increase funding for law enforcement purposes for a period not to exceed ten (10) years, in order to eliminate the current sales tax advantage that out-of-state merchants have over local merchants; provided that if any local sales tax is reduced or raised by voter approval, the local use tax shall also be reduced or raised by the same action?
If this ballot issue passes, then the Buchanan County real and personal property tax rate (currently $0.0751 cents per $100 assessed valuation) shall not be raised during the same ten (10) year period.
