21 statewide ballot propositions were on the 1978 ballot in California.

Two of California's 1978 ballot propositions are particularly noteworthy: Proposition 13, the famous Howard Jarvis-led cap on property tax increases, and Proposition 6, the Briggs Initiative. The Briggs Initiative, which was defeated, would have made it illegal for gays and lesbians to work in California's public schools.
