Forty-one statewide ballot propositions were on the 1988 ballot in California.

The California Constitution was amended in 11 different ways by propositions that voters approved in 1988. One of the more far-reaching changes came with Proposition 98, which mandates that a certain level of spending from the state's general fund must go to public education.

The 1988 ballot included a war over how and whether to regulate California's insurance companies. Proposition 103, which established the office of California Insurance Commissioner, emerged victorious. The brainchild of consumer watchdog Harvey Rosenfield, it was actively supported by Ralph Nader. Proposition 103 bested Proposition 100, Proposition 101 and Proposition 104.

With 41 propositions on the ballot, 1988 had the third highest number of ballot propositions ever on the California ballot. 1914 set the record, with 48 propositions, and 1990 comes in second with 45 propositions. (See also: Number of ballot propositions per decade in California.)
