California 2006 ballot propositions
Nine of the 15 measures were initiatives, while 6 of the propositions were referred to the ballot by the California State Legislature. Of the nine initiatives, only 2 of were approved, including Proposition 83 (Jessica's Law), which requires sex offenders to wear a GPS device after being released from prison.
According to an analysis of California ballot initiative petition signature costs for 2006, a total of $16,843,421 was spent collecting signatures to qualify the initiated measures for the 2006 ballot.
Campaign spending on 2006's Proposition 87 stood out for two reasons:
- A total of $154.3 million was spent by both sides.
- Stephen Bing's contribution of $49.5 million amounted to "the biggest single personal investment in a ballot proposition in state history".[1],[2]

Background
As of the end of 2006, a cumulative total of 310 initiatives (counting citizen-initiated constitutional amendments and citizen-initiated state statutes and not counting veto referenda) had appeared on California ballots since the first initiatives in 1912.
