The California Foundation for Fiscal Responsibility (CFFR) was formed in California in 2009 as a 501(c)(3). According to their website, the California Foundation for Fiscal Responsibility is "committed to educating the public and key decision makers about California public employee retirement benefit issues and developing fiscally responsible solutions that are fair to employees, employers and taxpayers." The focus of the foundation is reforming California's public employee retirement benefit system.[1]

In addition, the CFFR uses a variety of forums and techniques to educate the public and decision makers, including seminars, media events, personal meetings, issue research and publications.

In 2010, the CFFR supported a failed ballot initiative, which it was calling the California Public Employee Benefits Reform Initiative.
