A California Initiative to Eliminate Environmental Protection Laws and Agencies (#11-0043) had been approved for circulation in California as an combined initiated constitutional amendment and state statute. To earn a spot on the state's 2012 ballot, sponsors of the initiative would have had to collect 807,615 signatures by April 19, 2012.

However, sponsors of the initiative did not file signatures by their signature-filing deadline.

If enacted, the measure would have:

• Repealed the California Environmental Quality Act, California Coastal Act, California Endangered Species Act, California Global Warming Solutions Act, and California Sustainable Communities and Climate Protection Act.
• Abolished the California Environmental Protection Agency and Air Resources Board.
• Established new inalienable rights to produce, distribute, use, and consume air, carbon dioxide, water, food, habitat for humanity, universal heal thyself care, and energy generating natural resources.
• Granted Californians the individual right to nullify all federal powers not specifically delegated to the United States by the federal constitution.

Oscar Alejandro Braun, who filed the language for the measure with election officials, referred to it as the "CA Bill of Rights Initiative."
