California Proposition 3, Bonds for the Highway System, was on the November 7, 1916 ballot in California as an legislatively-referred bond act, where it was approved.

Proposition 3 approved the issuance and sale of $15 million in state bonds for the "construction of the uncompleted portions of the system of state highways prescribed by the State Highways Act of 1909 and extensions thereof."
